MGBT: Multiple Grubbs-Beck Low-Outlier Test

Compute the multiple Grubbs-Beck low-outlier test on positively distributed data and utilities for noninterpretive U.S. Geological Survey annual peak-streamflow data processing discussed in Cohn et al.
